6mm/ 3mm bits, router with 1/4 round over.

Cut bolt holes first with the 3mm bit set to helix, then the wheel notches (cut on the line to make sure there is no lip to the notches and then pocket out), and finally the outline of the deck, either cut full thickness or use a pattern router to finish, then round over the edges with the router and a round over bit.
